Surak Happiness Plant is part of an urban renewal program that was not developed by government or local administration. It was rather organized to do what local people wanted by improving the environment with the assets of the local. The steering committee for Surak Happiness Plant has been set in operation since July of 2017 to reflect public opinion on what kind of programs there will be and how to operate them.
Surak Happiness Plant, which is more than a mere wheelchair ramp that extends all the way from the 1st floor to the roof top on the 3rd floor, creates community space with no boundary and invites interactive connection with users’ various choice. With the ramp with no boundary, various activities can take place with the needs of everyone who wishes to use it.
도새재생 프로그램의 일환인 ‘수락행복발전소’는 정부나 지자체 단위에서의 일방적 개발이 아니라, 지역 주민이 원하는 방식으로 환경을 개선하면서 지역 자산을 공동으로 활용하는 방안으로 계획되었다. 2017년 7월부터 수락행복발전소 조성을 위한 주민 운영위원회가 구성되어 주민의 의견을 적극 반영, 운영과 다양한 프로그램에 대한 논의를 통해 설계를 진행했다.
수락행복발전소는 장애인 램프라는 갇혀있는 틀에서 벗어나 지상 1층에서 2층을 거쳐 3층 옥상까지 자연스럽게 연결되어 그 사이에 펼쳐진 경계 없는 커뮤니티 공간과 사용자의 의도와 선택에 의해 다양한 상호 소통을 유발한다. 램프를 통해 경계가 없는 이곳을 이용하는 모든 사람의 편의와 활동이 묻어날 수 있도록 계획했다.
