The new Jongno-gu government complex should be a public place forming a narrative landscape that time, space and events in a serial timeframe of past, present and future are manifold and accumulated. It is important to preserve past memories and embrace present diverse value, furthermore, evoke new citizenship for the future. Being constructed by the scenery that historical narration of the site and urban context, the new complex should be a cultural platform that communicates horizontal democracy and various value in urban daily life. It is generated architecture by responding to harmonise with long historical identity and urban context rather than the construction of a building form. We imagine a citizen platform harmonised with the narrative landscape.
대지는 지나온 천년과 새로운 천년의 장소로 복합 청사를 통해 연속적인 시간의 흐름을 담고 과거의 삶과 현재가 서사적으로 연결되어야한다. 대지는 공공성의 장소로서 시간과 사건과 공간이 중첩되고 퇴적되며 새로운 미래를 상상하는 서사적인 풍경 (narrative landspape)이 깃든 장소가 되어야 한다. 따라서 중요한 주제는 과거의 장소에 새겨온 기억을 존중하고 보전하면서 현재의 다변적 가치를 담고 새로운 미래에 깨어 있는 시민정신을 담는 복합청사를 제안하는 것이다. 이는 단순히 건축을 축조하는 것이 아니라 오랜 역사적 정체성과 도시적 맥락의 조화가 우선되어야한다. 복합청사는 시민의 수평적 민주성과 다변적 일상의 가치와 신선하고 미래적인 상호소통적 문화의 창으로 입체적이고 서사적인 풍셩들이 융합 조화되는 시민 플랫폼을 제안한다.
